ZACHARY KITTS

Zachary Kitts is a founding partner at Cook Kitts & Francuzenko, PLLC, where he concentrates his practice in the areas of employment law, qui tam litigation, and other complex civil litigation matters.  On the employment law side of his practice, Zach represents and counsels both employers and employees in a wide variety of employment-related issues, including executive compensation and severance, covenants not to compete and other restraints on trade, business torts, and discriminatory discharge, among many others.

Zach is the author of a highly-regarded practice commentary on the minimum wage and overtime requirements of the Fair Labor Standards Act (29 U.S.C. §201 et seq.), which is published as part of the United States Code Service.  Zach also publishes articles on a wide-variety of topics related his practice, and is a frequent lecturer at Continuing Legal Education seminars. 

Zach is widely recognized as a leading expert on state false claims act legislation, including the Virginia Fraud Against Taxpayers Act, (Va. Code §8.01-216.1) and currently holds the record for the largest non-healthcare recovery under the Virginia statute. 
During the 2010 legislative session, at the invitation of Maryland Lieutenant Governor Anthony Brown, Zach testified before both the state Senate and the House of Delegates in support of the Maryland False Health Claims Act. 

Mr. Kitts is former Chair of the Employment Law Section of the Fairfax County Bar, and is actively involved in numerous bar associations and groups.  He received his B.A. degree from George Mason University in 1998 and his J.D. degree from American University’s Washington College of Law in 2001, and is licensed to practice before all of the state and federal courts in D.C., Maryland, and Virginia, as well as before the United States Court of Appeals for the Fourth Circuit.
